McKay (Bradford Dillman), Callahan's boss. Maxwell's next step is to take the mayor hostage and raise the ransom up to 5 millions. Callahan is assigned not to interfere, but nevertheless he, with the help of Kate, takes over the case.

Movie Plot : The Wild West during the recession in America.
